Permissions!
So have you guys ever heard of Knowledge Replication? No? Perhaps a mutant named Prodigy? Still no?
Well, to put it in the simplest of terms, Knowledge Replication is an ability that allows a person to telepathically pull knowledge out of another's head, and use it in such a way it seems as if the person with the ability has had the same amount of practice and training as the person they're pulling it from. However, this ability only activates itself while in close proximity with the person with the knowledge, and everything gained is then lost when the person moves out of range.
Basically, if your character knows fifty languages and has a nice little mental storage house for baseball stats, so would said person with Knowledge Replication in their wheelhouse. At least for the time your character is within, say, fifty feet of them.
This is the power Howard's gained due to the Rift. And as such, it needs it's own little permissions post!
As he progresses with his power, he'll get more practiced in its application, more used to working with it, and just like anything else, his mastery of it (read: the reach his knowledge nabbing extends to) will increase. As such, these following stats will change over time.
Reach: 15 foot radius
Frequency: his power activates about 10% of the time and lasts for about 5 minutes before the headache starts and the telepathy shuts off.
Already known skills/things: technology mastery up until the 1940's, weaponry of the 1940's, theoretical and proposed advances to technology that would show up in the '50s and '60s, French and German
Permanent knowledge gains: none
WHAT THIS MEANS FOR YOUR CHARACTER
Unless your character is sensitive to telepathic intrusion, they won't notice any difference. Knowledge isn't lost as Howard nabs and replicates it, and they won't feel any sort of fatigue. As telepathy goes, it's incredibly low-key, because it's not an invasion of thoughts and memories. Howard can't learn anything about your character's past or emotions. In fact, unless your character is the only other one in the room, he won't even know who's knowledge he's mooching off of.
WHAT THIS MEANS FOR HOWARD
In case you all are wondering. Suddenly knowing how something from the future works without knowing any of the basic how's and why's of the object on it's own is, to say the least, disorienting. Most of the knowledge Howard receives for a long while won't really be of use to him. In fact, it'll be an almost overwhelming stream of information that usually simply culminates in a pretty bad headache.
Also, this will make it hard for Howard to be taught anything in person. But he is a genius, so set him down with a book/written instructions and he'll be good to go in that regard.
WHAT IS NEEDED FROM OTHER PLAYERS
Is a pretty simple little thing. Any skills/schooling/useless bits of information/languages your characters know that you'd feel okay with letting Howard absorb. His power won't absorb all of these things 100% of the time, and neither will his power instantly hone in on what's the most useful thing to absorb. For example, your character could have the know-how to build... say... a teleportation device or something. And they could also know every Beatles Record. Howard's power could, instead of honing in on the useful, make him an expert of a band he's never heard of instead.

Languages besides English/French/German: Russian, bits of Spanish, probably the odd bit of Arabic but not a lot.
Training: YES. He's trained as a sharpshooter, trained others in hand-to-hand combat, and is quite probably aces with a sniper rifle. Most of the stuff Natasha knows? He taught her.
Technical Skills: Uh, nothing really other than what's necessary for an assassin/spy thing.

Languages besides English/French/German: Jonathan studied Latin back in school but he's no longer as good as he used to be as it isn't exactly a skill he uses daily. It's not as if he's fluent but he knows enough that it may be problematic.
Training: Nope. Nothing interesting. Not really.
Technical Skills: Jon has his Doctorate in psychology, specializing in psycho-pharmacology and phobias. He also has a comprehensive working knowledge of Chemistry.

Languages besides English/French/German: ... All of them + Enochian? Castiel is an angel of the Lord so I'm not sure if it's something he consciously translates or he just knows.
Training: Some skills in combat, but he mostly smites things, and teleports around, but he does have some hand to hand skills, but it's just the basics.
Technical Skills: Castiel has some intricate knowledge of Supernatural-style blood magic and other warding and spells. Otherwise, he's kind of useless with most human things.
Random tidbits: ... There are a lot of options here, and I wouldn't mind if you decided not to pull from Cas because poor Howard's head might explode, but he does know some cool things (like Enochian) so I will leave that to your discretion.

Languages besides English/French/German: Does jibberish count?
Training: Shawn has an eidetic memory and his hyper observant, but his father honed those skills in him. So, in theory, Howard could notice more of the little things, and expand his view of what he's looking at? IDK it's the only really marketable skill Shawn has. He also knows how to use a handgun and has very precise aim.
Technical Skills: Shawn has worked 58 jobs since he turned 18. I could list them all here, but I don't even know all of them, but I know that he's at least run a wiener mobile, worked in a candy store, and has been trained in detective work.
Random tidbits: Shawn has an almost comprehensive knowledge of B level horror movies, a wide range of TV shows, and John Hughes movies. Do with that what you will.
Character Name: Bela Talbot
Character Canon: Supernatural
Languages besides English/French/German: Farsi, Spanish, Latin, at least. Possibly more, but those are the ones that are directly referenced in canon.
Training: Bela is a very good shot, as well as probably having her fair share of hand to hand combat -- not a lot, but enough to get by.
Technical Skills: Bela is an occult specialist who knows a little about a lot of things. She also knows how to perform a seance.

Languages besides English/French/German: A small bit of conversational Arabic.
Training: Charlie is a fully trained member of this universe's army, as well as a field medic. He also happens to be an Angel of Death, so Howard might be able to pick up on what he knows of that process, though I don't believe he'll be able to replicate it.
Technical Skills: He's a practicing Christian? He also has a comprehensive knowledge of the different kinds of supernatural beings that exist in Chicago, specifically the angels and demons.

Training: Comprehensive weapons training for pretty much everything except a gun, including lots and lots of hand to hand.
Technical Skills: EVERYTHING YOU EVER WANTED TO KNOW ABOUT VAMPIRES. Also, some demons, the occasional hell god, and the history of the Slayer line. And maybe a little smidge of magic.

Languages besides English/French/German: She speaks six and can fake twelve, and I'm comfortable saying at least one of the other three is Spanish, and probably Russian.
Training: She knows how to hit someone with a fire extinguisher. Umm, she's a classically trained actress (though she's not very good), and she is one of the best conartists in the world, so she steals things a lot. She also knows how to do something called neurolinguistic programming where she knows how to direct a person's mind to do what she wants.
Technical Skills: Sophie really knows a little bit of everything, and she's studied a lot to play a lot of different roles, so there's a lot in there that Howard can pick up on.
Random tidbits: Sophie is a woman of many talents. I could be here a while before I list them all, but IF YOU WANT ME TO PICK SOMETHING FUN when we thread I'll come up with a fun one for him to find.

Languages besides English/French/German: I don't know. I think that she can probably make her way through passable French and/or Spanish, but it's never been comfirmed in canon.
Training: I think she knows Tai-Chi. One of her ex-boyfriends taught tai-chi. She also knows how to shoot a gun and is a badass with a collapsible wand.
Technical Skills: Sara has a pretty wide knowledge of Renissance art. Also, the insurance industry, and a lot of knowledge on how much things cost.

Character Canon: CSI: NY
Languages besides English/French/German: Flack speaks Gaelic! But I think that's about it.
Training: Flack is an NYPD detective, so all the training that comes with that -- firearms, hand-to-hand combat, detective work, et cetera.
Technical Skills: Flack's Rift power allows him to look at a food dish and know how to make it, so he has pretty much a recipe book in his head for every meal he's eaten since he's arrived in Chicago.
Random tidbits: Flack is a avid comic book/sci-fi fan, so you'll find a lot of random knowledge that way in his head. More specifically, he's a Doctor Who fan, so if Howard would like to learn about the strange man that flies around in a little blue box that's also a time machine, feel free.
Character Name: Stefan Salvatore
Character Canon: The Vampire Diaries (TV)
Languages besides English/French/German: I think he speaks a little Italian, as his family is from Italy, so he would have wanted to learn it in his quest for learning things.
Training: Stefan probably has a few basic fighting skills he's picked up over the years. He can also cook.
Technical Skills: EVERYTHING YOU EVER WANTED TO KNOW ABOUT VAMPIRES - this time TVD style. Also a lot about witches, werewolves, doppelgangers, vampire-werewolf hybrids, and the vampire history of his universe.
Random tidbits: Stefan really likes cars. And football. He's also lived through a smidge over a century and a half so there's all that history there.

Technical Skills: Kate is well educated -- I think she was a liberal arts major prior to deciding to become a cop, so she likes theater/music/literature all that.
